The code in sctp-at-i-2-11 does not validate the number of retransmissions.

Using the code updated in https://github.com/nplab/sctp-tests/commit/2c62fe16eb1d587a9ee85d3ee6938c2d6468c5c8 allows for testing the number of retransmissions.
