Add basic "benchmarking" against virtual hospitals with matching characteristics #727

Like the descriptions says... There should be a basic "benchmarking" that allows to aggregate the data from hospitals with matching characteristics depending on geological location, location type and size and provide some basic statistics.

This issue has a rather low priority and was therefore moved to the final release.
