Provide links for specific tags at the top of the package details page (Readme, admin, dependencies, etc) #455

Expected behavior

When I click on the versions tab, I'd like to have it update the url so I can share that link with someone else.

Actual behavior

Clicking on any of the top tabs doesn't change the url.
