Mobility_Hardware: Left encoder stuck at index pulse #22

Blue Index LED constantly on. Sometimes turns off with very slow rise time if board is touched or moved slightly. Roboclaw does not read any encoder tics from board.

Possibly unrelated, but while testing, heard crackling sound and smelt possible smoke, after which breakers were cut.

Encoder SSOP adapter was possibly installed backwards, although carrier PCB was installed correctly. New IC was installed on new SSOP adapter board. Crackling sound may have been due to a loose ground connection between battery and robot. Roboclaw seems to have not sustained any damage.
