Store race-outcome predictions/expectations #10

These will come from Domenico or Jess. They will cover all Senate and gubernatorial races, and all key House races. Arnie and Beth are determining when these'll be delivered to Visuals. There should be a way to store these already, since race predictions were used for state electoral votes in 2016 for the presidential.
