Create new JSON files for new state-view tabs, and for new BoP #13

We'll need to add more content into the JSON dumps to populate these new views.

I believe we're good here now; I pared down the information in the BoP JSON (since we won't show expectations), and I added a key_race indicator for use on the state pages.
