And may need to add a new sheet for gubernatorial races, since I'm not sure they're handled yet in this.

Someone on the Washington Desk is going to do a review of my work, but I've manually updated the House and Senate parties, and added a new governorships sheet with that info.

Still need to update the RaceMeta table initialization so that it grabs the governor info from that sheet.
