Update special-casing for candidates in jungle-primary-style races #29

Have Washington Desk identify top-two candidates for MS, LA, and any other races with more than one Dem and one GOP candidate.

I looked at current polling, and included MS senate special and LA House 1, 3, and 6. These are the only races in LA, MS, or GA where there are multiple Democrats or multiple Republicans, which is what causes ambiguity in our system.

Right before Election Day, we'll need to update which Democrats are included in the following Louisiana House races, based on estimates. These races will almost certainly be won by the GOP candidate, and so we just need to determine which Democrat will be the distant third place. Looking at FTE, since RealClearPolitics has no polling information on these races:
