Remove test flag #34

So that we're using production data, starting the afternoon before elections.

All Premium election platforms will have live data/live zeros by 1am ET on Election Day, November 6.

Also wipe the render-and-publish log file!

Cannot put this into production yet, since the live/prod AP data doesn't have precinct or vote-count fields yet.

AP non-test data is now up, publishing, and wiping log.
