Set up tool to capture actual AP demo data, so they can be replayed #8

This would be done with the NYT's Elex Loader, and then this folder of cached JSONs would be used as the fake data in back-end and full-stack tests.

This will be hard to check or set up until early October, when the AP first publishes general election demo data. Because of that, maybe this captured data is something we could ask from someone who already has the system running once that date comes (say, another org who's been working heavily with AP primary data)?
