Microsoft Edge sometimes showing bullet points above the `<li>` navbar items #221

Not happening on the liveblog view or the state views, only on the board views.

Additionally, inserts an empty (`) state right before theAlaska` item in the drop-down.

Update: it looks like this is happening only sometimes on any page that has the navbar (including liveblog and state results pages). I can't see anything in the JavaScript console that could be causing this. Also, still not seeing this in any other OS+browser combo.
