Update to new version of the delegate report #122

Spinning this off from #103.

In v3 of AP's elections API, there's a new delegate report format available that appears much more straightforward in structure. TBD how much work will be required to switch over to it. We likely would need to update the delegate tracker graphics accordingly when/if that happens.

Setting as low-pri and backlogging this for now. What we have largely works (beyond the need to check for dates in the reports we're pulling). But longer term, particularly if we end up re-using any of this code next cycle, we'll want to revisit this.
