Footnotes not being applied to House, Senate results tables #157

I see it in the JSON that we're generating, but it's not showing up on the actual table display. So the fix implemented for #90 was incomplete.

Examples to test: Ohio House 6, CA Senate special

Addressed in https://github.com/nprapps/elections24-primaries/commit/4f4de548103389d55a116f9953f5e02e63e3d0b6 ... Need to deploy to prod and verify it's working.
