Wacky bucket tooltips in IE8, older versions of Firefox

When I hover over a state icon in one of the bucket columns, it appears far away from where it should be. (A result of the crazy CSS axis-flipping magic?)

Noticed it in Firefox 10. When I updated to the latest version (15.0.1), the problem disappeared.

Firefox 10 is pretty low in terms of usage among our audience -- looking at Google Analytics, the vast majority of our Firefox users have a more recent version. So maybe this bug isn't a huge deal.

All that said, this funky tooltip issue is also happening in IE8, which we do have to support. Updating the bug title...

Fixed in IE with closing of #143. Still need to investigate Firefox.

Confirmed. It is indeed busted in old firefox, but I don't think we need to fix. Reducing priority.
