IE11 windows8.1: Fixed top nav bar is jumpy when smooth scrolling is on (by default) #104

@lindamood @katiepark Same happens to https://www.washingtonpost.com/graphics/world/border-barriers/global-illegal-immigration-prevention/

Happens when using the mouse wheel, it squeezes and expands, this can be fixed by disabling smooth scrolling on the browser....not something we can control.

Or for example capturing and disabling smoothscrolling, but that makes the intro section a bit jumpy

With the new top nav bar this seems not to be an issue anymore.
