Calculate estimates of pollutants across space

• [x] Kernel density distributes pollutant amounts across space, declining further from the source
• [x] Zonal statistics to aggregate these pixels by dissemination area
• [x] Join resulting layers
• [ ] Add to database

Conceptually, it works like this: Imagine each dissemination area gridded into 30x30m squares. Each one of which is estimated to receive a certain amount of CO, NOx, SOx, PM, etc. based on its proximity to various sources. The dissemination area's "allocated" pollutant amount is the average or median CO, NOx, SOx, PM, etc. amount across all its squares.
