Add executable she-bang #27

Required to prevent homebrew changing the executable bits of this file.

This might not be quite necessary for homebrew as it seems that by ADR 7, we shouldn't be using adr-config as is. It is intended to be re-written for the packaging.

Although it probably still should be present incase you want to download the release off GitHub and use that (then the adr-config would make more sense to have a shebang).
