Let the user toggle on a CN layer (or others) and keep it displayed while the route tool is active.

We still may support "import the entire CN" or "click on a piece of CN to import it". But there are unknowns with map-matching whatever the CN uses to the in-memory network structure, and unknowns how the CN will be pre-split into meaningful individual routes.

Got this started, you can just display the CN in the background and trace over it.

Did we settle on coherent vs core? Easy to change, but I'd love to be consistent with terms from the start
