[x] Remove request for initials from MES form.
[x] Show all recent public statements to all users along with statement author's initials.
- [x] Users in same group may see full name of statement author.
[x] Add link to login page leading to dismissable modal ("Read Statements from Participants").

The "Statements" h1 tag shows poorly. There is also some inconsistency in the h1 tags across routes. I'd like to normalize the styling as much as possible, if deemed worthwhile. It shouldn't take long.

That as well.

I suggest that the "Statements" h1 should be centered vertically. And that there should be only 2 columns in the modal card.
