Include tags in the project graph #19705

Description + Motivation

In the project graph I want to be able to show the tags of all projects (with a toggle to turn them on/off because they of course consume space). This way it will be possible to get an overview which project and library is of which scope and type or relates to what. In addition when you create a new library or refactor your monorepo and @nx/enforce-module-boundaries prevents you to use X from Y it would be easier to understand why that happens visually, especially if checkNestedExternalImports is enabled.
