fix(linter): remove legacy dependencies during convert to flat config

Current Behavior

@typescript-eslint/eslint-plugin and @typescript-eslint/parser are left at old versions after converting to flat config.

Expected Behavior

@typescript-eslint/eslint-plugin and @typescript-eslint/parser are removed when converting to flat config.
