feat(devkit): expose `findMatchingProjects` from @nx/devkit #28984

The findMatchingProjects utility can be useful in standalone scripts that consume the project graph.

Current Behavior

There is no public access to the findMatchingProjects utility.

There is public access to the findMatchingProjects utility.
