Webdriver.io e2e test runner support #4413

Description

We are considering switching from Cypress to Webdriver.io, so having an option to generate an Nx application with Webdriver.io as the e2e test runner would be a great feature to have.

Motivation

Having Webdriver.io as an e2e test runner option would a valuable addition to the already awesome Nx framework.

Suggested Implementation

Add Webdriver.io as an e2e test runner option, just like Cypress and Protractor already are.
