when 500-series errors occur, the API should retry a few times with backoff. This should let us ride through occasional gateway errors.
the feature should be off by default to preserve existing behavior
implementation should be straighforward by using https://github.com/hashicorp/go-retryablehttp

Since this is intended for the Terraform provider, it's simpler to implement it there. Closing.
