Create a BAM! Installer #7

BAM! currently does not have an installer which make it difficult to start on new machines. The installer should be able to help setup BAM!

created setup.cmd to handle the setup of BAM! We didn't find it necessary to create a full installer, as BAM! works mostly through Python scripting and does not require things such as changes in registry.
