Add processing for EV_EFI_NOACTION_NvIndexInstance and SPDM Cert Chain data structure #804

The PFP event EV_EFI_NOACTION_NvIndexInstance has an SPDM component in it that needs to be processed. The SPDM Cert Chain data structure also needs to be implemented. The test pattern for the PFP event includes a test pattern for the Cert Chain data structure so both can be tested with this.
