Remove the HIRS_Provisioner sub project #813

Per the discussion on HIRS Development Changes Support for TPM v1.2 will be dropped. The HIRS_Provisioner will be removed.

Please refer to the HIRS_Provisioner.NET for the new instantiation of the HIRS Provisioner that support Windows 11 and Linux distributions with TPM 2.0.
