(WIP) Added action to package the RIM tool and the EventLog tool for windows. #815

Added a ZIP_Files artifact to .github/workflow/hirs_package_linux.yml. The artifact will include all the necessary files to run the RIM tool and the EventLog tool on Windows OS.

Also added a README and all the PowerShell scripts needed to run both tools on Windows, found under package/win/tcg-rim-tool/.
