make sure City/Shelter/Pet pages all have a blurb #102

needed for search to work properly

text exists in DB, city info is not as natural or correct as pet bios or shelter review blurbs, so it may well be left out of final pages

pet bios and shelter pages all have text that search can index though, and we added some static text to the Pets/Shelters/Cities/Home/External API pages
