unify the look of the Pets/Shelters/Cities/External API pages #111

They all look pretty uniform, but the Shelters page has a biiiiig picture above the table with "Austin Animal Center" displayed really big on the page.

Can we pull this out? I feel like it takes away from the cohesiveness of the site, and also, the picture says "Austin Animal Center" big and loud and kind of makes it feel like you landed on an individual shelter page, esp since it pushes the table to the bottom

Also, move the "Looking for a Pet?" text out of the blue box and do it like the other main pages do, for example the "Search for and find your perfect companion. Rescue a pet and give them a forever home." text on the Pets page.
