Update test TLE to avoid unit test failure #58

Update the test TLE in the unit tests to prevent CI failures.

This is a stopgap until we merge the PR to fix the time check when running predictions.

Also fixes a formatting mistake in the make "help" target, removing the markdown-style backticks.
