fix perl headers to be runnable #10

use 'env' to get perl exe to allow more customized installs outside of docker. fix typos in misspecified variables. still testing the setup and build tests.

will still work on adding replacement / alternative for gblocks -> clipkit

Hello hyphaltip Sorry for not getting back to you soon. Thanks for your effort in improving CORASON. I haven't used clipkit before, but it sounds like a great alternative because my installation of Gblocks does not let CORASON work properly on Windows. Let me try a little bit and see how it works.
