Update logo and add text #157

User stories

As an NSF stakeholder, I want the site to display the current NSF logo so that I'm consistent with the current branding.
As an NSF site visitor, I want to see the correct NSF logo so that I'm confident that I'm on the right site.

Acceptance criteria

[x] Logo matches the first one at https://www.nsf.gov/policies/logos.jsp, with the words National Science Foundation, in Garamond, either to the right or underneath.
[x] As part of cleanup, ensure that the logo is being loaded from the nsf theme's assets, not sites/default/files.
