User story

As an NSF team member, I want to be able to access all existing documentation from this phase of the project.

Acceptance criteria

[x] Notes docs and other items are well organized and identifiable in various locations.
[x] We've provided templates for relevant activities.
[x] Appts and other items are transferred.
[ ] The project README is updated (stretch goal)

Definition of done

[x] NSF and 18F teams have access to all phase-specific documentation, including notes docs, deliverables, templates, etc.
