As an 18F team member, I want to develop an asset transition plan to make sure that CA has access to all existing docs/assets.

Acceptance criteria

[x] @kducharm and @kategarklavs to meet (during 9/7 coworking)
[x] List of all necessary docs/assets created
[x] Ownership to said docs/assets transferred

Definition of done

[x] Plan developed
[x] CA has access to all necessary docs & assets

I've been noodling on this this week — here's where things currently stand:

I've shared Google docs (from previous phases + from this phase) with the CivicActions team.
@austinhernandez has shared design files with CA.
@fureigh is in the process of transferring ownership of the repo.
I pinged the #admins-mural channel to find out about sharing/transferring ownership of murals.

I'll ping Kristian to see what other assets we need to transfer over.

Heard back from a Mural admin, who let me know that 18F will retain ownership of the mural (but that we can export a copy of the mural to NSF/CA, which I did earlier today).
