Update

Python to 3.7,
Django to 2.1.1,
Django Rest Framework to 3.8.2.

Thanks for the work on this. I had to tweak a bit to get Travis tests to pass, and also decided to deprecate the old Python and Django versions. Either way, thanks for the bump to get it done. =)
