User guide does not have a glossary despite indicating that there is one

The section for feature 7 indicates that there is a glossary section to explain the terms "SEP" and "NOC" but there is no such glossary section in the user guide.

Although it is stated in feature #7 of the UG that criteria for NOC/SEP eligibility can be found in the glossary, there is no glossary found in the UG. This can be confusing for readers and fails to inform them of the required eligibility information.
