Issue description

Twila doesn't see this -- QGIS 3.10 -- MacOS Mojave Lynn still sees this -- QGIS 3.10 -- MacOS Catalina EB member Ruth sees this -- old QGIS -- what OS?

We don't know if this still occurs with the newest QGIS LTR. Let's not worry about it until we hear more reports!

Twila (OSX, QGIS 3.32) tested today and discovered something useful!

QGIS behaves differently depending on whether QGIS is running when the project file is opened. When she opens by double-clicking the .qgs file when QGIS is off, this reproduces. When she opens it when QGIS is already running, either by double-clicking or using QGIS menus, the issue does not repro (and the "this project was created with a newer version of QGIS" warning did not show, is this related?).
