Enable analysts to view sankey diagram #185

Allow for download option of metadata or pdf/image

@hazelshapiro We now have the diagram displaying on the main response view. Is this story resolved because of that change?

This is related to the "analyst view" in particular. It would be resolved by updating the permissions so a "respondent" can see the whole response and edit it; whereas, an "analyst" would just see the main page with the visual diagram (and table views, as described in a separate issue #186 ). Does that make sense?

@hazelshapiro At this time, Analysts can view the diagram, but they also are shown forms to update the diagram when they click on nodes. That should be fixed, but aside from that are there other changes that are needed to consider this complete? Could you rewrite the issue description to indicate those things?
