@hazelshapiro can you please flesh this out? We could use a flowchart of what statuses can transition to which and an idea of how the user will make those transitions in the interface (and which users are allowed to).

In-progress - created, respondents are adding information Published - Complete and available for viewing by analysts (public) Closed - Complete but not available for viewing publicly = private Archived - data saved but not available for viewing. Admins can still review.

Admins would be the only ones who could change the status.

This simplifies things a lot :)
