Enable respondents to edit the "object type" #306

I accidentally entered something as a dataset that should've been an observing system. Now I need to delete it and reenter it.

Should we only enable respondents to edit the type of only objects in the library they have created, or any object in the library? I figured we'd only want admins to be able to arbitrarily edit any object.

Analysts should be able to edit objects they created and admins could edit every object
