Add dash libraries. Switch to use conda-forge's image used for feedstocks. Bump pyxrf version to 1.0.23 and qt/pyqt to ~5.15~ 5.12 (v5.15 caused some conflicts with other packages, so we'll switch back to v5.12 to unblock the new env packaging).
