enable loading rego policies from dir #33

There is a section in the configuration file of the rekor-sidekick called policies to define what policies should rekor-sidekick load into it, so, if you have lots of policies, this configuration file overgrows, and complexity will increase. So, we should let rekor-sidekick load Rego policies from a given directory.
