Add Glossary page #18

Glossary shortcodes taken from https://github.com/istio/istio.io/ under the terms of Apache 2.0 license.

There are still style issues with term shortcode popover, but it works in general.

I believe terms should not be uppercase.

LGTM. How do you link glossary items in other pages, though?

Using 'term' shortcode. When the popover is fixed, I'll update the instructions.

Term css will be fixed in later PRs.
