Add README.md files to cli commands #1413

After #1074 is finished we can generate documentation with neofs-cli gendoc and move generated files to proper folders. It would be nice if visiting the package in github displayed the README.md file for the command.

I don't think cmd/* should have these (no one looks there), but docs likely can.
