docs: `VERSION` file format in release guide differs with the currently used one #2697

following https://github.com/nspcc-dev/neofs-node/blob/master/docs/release-instruction.md#make-release-commit writes vX.Y.Z to the VERSION file while current format is https://github.com/nspcc-dev/neofs-node/blob/master/VERSION

format was chaged intentially by 5f3e40799050aa21e245e64fcff27c9fc056031c

instructions must be synced with the expected results
