Reorder filters/rules in EACLs #191

Is your feature request related to a problem? Please describe.

I'm always frustrated when I see too many buttons in a single place, I can't quickly separate "Add filter" from "Add rule".

Describe the solution you'd like

The proposal is to swap GET/DENY/OTHERS with Filters/Add Filter. Most of the time filters are empty, so rule management will be a bit more straightforward.

Describe alternatives you've considered

"Filters" can be hidden as well. Maybe "Add Filter" can be placed to the left of GET/DENY/OTHERS (but mobile).

I think it's the best solution, and it fits our design better
