New: weather effects. Mob spawn effect update: as mob distribution-rates are affected by temperature, spawn alternate mobs instead of just cancelling (e.g., a villager becomes a zombie-villager). The chat-table width is now configurable (i.e., top / bounty lists). Fixing a minor issue where you log into a clean server's initial run; if the climate engine has not completed loading the worlds, a few temperature-related things will be broken during that player's session.
