Add Install steps to Readme #55

I recently wen through installing the plugin and as someone that isn't super familiar with Minecraft plugins, it wasn't super obvious how to get everything installed and working. I added a new install section to the Readme to help anyone else that isn't familiar with all the setup.

I also noticed that the builds link in the table of contents didn't go anywhere so I removed it.

Changed to BuildTools to match the spigot page.
