Single-deployment baseline recycling scenario #14

Some of the biggest differences in FC metrics we suspect will come from a recycling scenario, so we need to recreate the baseline scenarios with a closed (or somewhat closed) fuel cycle.

This issue can be closed when a new baseline scenario is created that shows a single-deployment in a closed fuel cycle with corresponding analysis. This PR should include a similar implementation of the cycamore_me example.
